María Lizzethe Paz Caicedo

Bilingual professional, certified as a Project Management Professional (PMP®), with over 10 years of experience in the agricultural sector. I began my career in technical roles in laboratories and quality management in accordance with ISO 17025 and ISO 9001 standards, evolving into the management of large-scale projects. Over the last seven years, I have designed, developed, and led public investment projects focused on food security and the modernization and implementation of animal, plant, and food safety diagnostic laboratories in Ecuador. I have solid experience in planning, budget management, risk management, and public procurement, as well as in project formulation with multilateral organizations.

I am interested in continuing to promote development projects with national and regional impact.

• I designed and developed investment projects contributing to improve plant and animal health and food safety in Ecuador, worth over USD 40 million, which were approved by the National Planning Secretariat for the periods 2019–2021 and 2022–2025.

• I led the execution of two investment projects (USD 6.3 million and USD 9 million), managing schedules, risks, acquisitions, and human teams, achieving the modernization of 32 laboratories and the implementation of five new ones in Ecuador.

• I participated in the development of project proposals that were selected to get international cooperation from the Global Alliance for Trade Facilitation, the Inter-American Development Bank (IDB), and the International Atomic Energy Agency (IAEA).

• I contributed to elaborate a project to be financed by an IDB loan, aimed at strengthening Ecuador's agricultural public services. I provided technical input and participated in technical missions, strengthening my skills in multilateral projects.
