USD ,00 Deliverable based or daily rate: Daily Rate GGGI is seeking an experienced Sustainable Mobility Expert responsible for supporting the process of formulating the National Climate Change Mitigation Plan (PLANMICC) for the transportation subsector.

The consultant will work closely with the MAATE and PLANMICC Team, as well as the GGGI, as appropriate.

PROJECT BACKGROUND Ecuador is developing the National Climate Change Mitigation Plan (PLANMICC), which responds to the international commitments acquired by Ecuador as part of the United Nations Framework Convention on Climate Change and the ratification of the Paris Agreement.

At the national level, the country has a regulatory framework that promotes the implementation of climate change mitigation actions and the creation of policy instruments to facilitate their management.

In this context, the Ministry of Environment, Water, and Ecological Transition (MAATE), with the support of the French Development Agency (AFD) and the Sustainable Environmental Investment Fund (FIAS), is developing this Plan.

The plan's objective is to reduce greenhouse gas emissions, and conserve and increase carbon sinks, in line with national capacities and circumstances, without harming the competitiveness and development of the prioritized sectors of climate change mitigation.

Likewise, the Plan constitutes one of the mechanisms for implementing the National Climate Change Strategy (ENCC for its acronym in Spanish).

This Plan serves as the national reference framework for implementing measures aimed at reducing GHG emissions and increasing carbon sinks in the five strategic sectors for mitigating GHG emissions established in the country's ENCC.

In that sense, the transport sector in Ecuador is the largest energy consumer (around 52%) and requires tailored initiatives to impact greenhouse gas reduction significantly.

The PLANMICC project will have a long-term vision, enabling the achievement of transformative change towards sustainable development, building upon the commitments made as a signatory country to the Paris Agreement.

For this reason, the Global Green Growth Institute (GGGI) is providing technical assistance to identify the enabling conditions to include low-emission transportation initiatives established in the action lines of the PLANMICC.

OBJECTIVES OF THE ASSIGNMENT The consultant will be required to support the identification of enabling conditions to implement the National Climate Change Mitigation Plan (PLANMICC) in the transportation subsector of the prioritized municipalities.

This will involve raising awareness about the impacts of sustainable transportation and identifying gaps and opportunities for plan implementation within municipalities.

Specific Objectives Classify the study areas for the introduction of low-carbon mobility initiatives. Analyze the necessary actions within municipalities to implement the sustainable mobility action lines of the PLANMICC.

Provide recommendations regarding the actions that must be undertaken in the selected municipalities to achieve the goals set forth in the PLANMICC.

SCOPE OF WORK The activities that the consultant must carry out are detailed below:
Prepare a Work Plan of the activities to undertake under the assignment.
  • The Work Plan should include the scheduling of meetings with the counterpart MAATE and PLANMICC.
Classify the study areas for the introduction of low-carbon mobility initiatives. Review national studies and regulations for the implementation of low-carbon mobility actions. Examine the plausible scenario of PLANMICC. Determine the classification parameters for the study areas. Characterize the study areas (municipalities). Define the study cities, at least 6 cities in total (including medium and small ones). Prepare a report on Zoning Classification for Low-Carbon Mobility Initiative Implementation
  • Include annexes containing reviewed information.
Analyze the actions required in municipalities to implement the sustainable mobility action lines of PLANMICC. The analysis should cover cities where mobility topics have not been previously studied. Analyze the mobility goals of PLANMICC.
