    INTRODUCTION TO GGGI

    BACKGROUND AND OBJECTIVE


    Ecuador became a Member of GGGI in 2019. Since 2021, GGGI has been engaging with Ecuador's Ministry of Environment, Water and Ecological Transition (MAATE) and the Ministry of Economy and Finance (MEF) on climate and sustainable finance to support Ecuador ́s efforts to achieve the country's climate change mitigation and adaptation objectives, as well as its Sustainable Development Goals and Nationally Determined Contributions. To date, GGGI is supporting the following initiatives in the country:

    • Developing a pipeline of adaptation projects.
    • Designing one large-scale adaptation project to be submitted for funding to providers of international climate finance (e.g. GCF, Adaptation Fund, etc).
    • Mobilizing long-term concessional resources towards nature-based solutions, climate- smart infrastructure and wider climate goals through innovative instruments, such as thematic bonds, debt for climate swaps, green credit programs, and tools, such as a national green taxonomy, environmental and social risk management systems, among others.
    • Supporting the implementation of Ecuador's National Programme "Zero Carbon", which allows private sector to measure and reduce its carbon footprint.
    • Supporting the readiness of Article 6 of the Paris Agreement.
    • Supporting the implementation of mitigation actions on sustainable mobility.

    The Ecuador Carbon Footprint Standardization Consultant will work on the NDC Partnership funded project which aims to involve the private sector in climate action by strengthening the Ecuador Zero Carbon Programme. This programme is intended to support and certify companies in measuring, reducing and offsetting their carbon footprint. As part of this project, GGGI will deliver a strategic plan for the Ecuador Zero Carbon program, develop a capacity building program, provide technical analysis and capacity building to support the national Accreditation System, support the Private Sector and enterprises seeking to become part of the Zero Carbon Programme, and develop a communication strategy for the programme.

    GGGI seeks a Carbon Footprint Standardization consultant to lead technical assistance for the Ecuadorian Accreditation Organization (Servicio de Acreditación Ecuatoriano or SAE) and to develop the accreditation system of the Ecuador Zero Carbon Program. Specifically, the consultant will be responsible for developing the verification and validation scheme of greenhouse gases under the relevant ISO or internationally accepted standard for organizations, products, services, events and the Ecuadorian Compensation Scheme.

    The consultant will report to the Adaptation Finance Officer (Ecuador) and to the technician designated by the Directorate of Production and Sustainable Development.



    OBJECTIVES OF THE ASSIGNMENT



    1. Support the development and management of the Ecuador Zero Carbon Program (PECC) and the implementation of its regulations and standards.

    2. Support the implementation of the accreditation scheme at the PECC organizational level.

    3. Contribute to developing an accreditation scheme, in coordination with the SAE, for the scope of products under the PECC regulations, based on the actual context of the supply chain and the productive sector in Ecuador.

    4. Contribute to the development of the processes for the accreditation of the Conformity Evaluating Body (OEC) before the SAE.

    5. Provide technical assistance to strengthen the capacities of the SAE, MAATE, OEC, as well as public and private sector actors, especially MSMEs, in the context of the PECC.



    6. Promote the development of exchange of experiences between national and international peers.

    7. Generate technical inputs for the PECC communication processes.

    8. Support the Undersecretary of Climate Change and the Directorate of Sustainable Production and Consumption in the implementation of the PECC under the project framework.


    DELIVERABLES AND PAYMENT SCHEDULE



    The activities that the Consultant must carry out are detailed below:

    Deliverable 1: Workplan



    The consultant will review existing project materials and consult with relevant project parties (GGGI, MAATE, SAE) as necessary to develop a detailed work plan outlining the schedule of major activities, methodology, milestones, validation meetings, and draft and final deliverables.

    The deliverable will at least include a timeline, identification of key actors, milestones, times and proposed deliverables. (Expected delivery date: 18/December/2023)

    Deliverable 2: Analysis of accreditation schemes with product scope at the regional level.

    The consultant will deliver a document that identifies and analyses the main accreditation schemes at a regional level. In addition, it must include the technical requirements on which they are developed, the carbon footprint management programs that use them and the accreditation authorities that control them at the product level.

    The deliverable must include the analysis of existing gaps regarding the accreditation system with product scope in Ecuador. (Expected delivery date: 12/January/2024)



    Deliverable 3: Proposal for an accreditation scheme for product scope within PECC's framework.

    The consultant will develop, in coordination with the SAE, a proposal to establish the accreditation scheme for OECs with the PECC's scope at product level. The deliverable must include, at least, definitions, technical conditions, roles, application processes, issuance, registration, a mapping of product category rules. (Expected delivery date: 01/March/2024)

    Deliverable 4: Strengthening the capabilities of the SAE and OEC in the compensation scheme.

    The consultant will develop, in coordination with the MAATE, the training syllabus and the technical didactic material necessary to be used in the capacity-building processes of the SAE and OEC technicians. (Expected delivery date: 08/April/2024)

    Deliverable 5: Development of at least 2 pilots for the implementation of the accreditation scheme at product level.

    The consultant, in coordination with the MAATE, the SAE, OEC and the public or private sector, will establish the development of at least 2 pilots for the implementation of the Accreditation scheme for the scope at product level within the framework of the PECC. For this purpose, a roadmap will be developed that describes the steps to follow in the pilots, identification of OEC and private sector companies and their products to participate in them. (Expected delivery date: 26/May/2024)

    Deliverable 6: Roadmap for technical assistance to the MAATE and the SAE that supports the accreditation schemes within the framework of the PECC.

    The consultant will define a roadmap for technical assistance to the MAATE and SAE, which includes the development of the topics required by the MAATE in line with the objectives set within the framework of the accreditation schemes at the organizational and product levels. In addition, the consultant will support MAATE in the necessary technical development within this framework as appropriate. (Expected delivery date: 23/June/2024)

    Deliverable 7: Development of a capacity-strengthening plan for the public and private sector, emphasising MSMEs.

    The consultant will develop a capacity development plan for the public and private sectors. The capacity development plan must have the ability to be replicated periodically. GGGI will implement the activities of the capacity development plan within its project duration. This implementation will include workshops and knowledge exchange with international experts, between the public and private sectors, emphasising micro, small and medium enterprises (MSMEs). (Expected delivery date: 30/July/2024)

    Deliverable 8: Generation of technical material with communication purposes related to activities of the PECC, to increase adherence and massify the program's implementation at the national level.

    Contribute to generating technical inputs for the PECC workshops and events that make the management visible and position the initiative. These inputs will be used in the different strategies and campaigns. (Expected delivery date: 30/July/2024)

    **Note:

    All workshops must consider at least: Capacity building material: PowerPoint and awareness-raising material, workshop reports: presentation material, agenda, meeting minutes, participants disaggregated by gender, results of the post-test evaluation survey training (template provided by GGGI), recording of the session (if available), minutes of bilateral follow-up meetings, among others. Additionally, this product must be coordinated and carried out jointly with the Ecuador Program Associate and other technicians designated by MAATE or GGGI.

    Reporting Arrangements

    The Consultant will be based in Quito – Ecuador and will work from his/her private office and attend MAATE offices as required, and meetings or workshops convened by MAATE. The consultant will be expected to interact weekly with the Adaptation Finance Officer and the MAATE Climate Change Undersecretariat technical delegate. During the meetings, the consultant will be asked to report progress against contractual objectives, activities and milestones.

    The consultant will work supervised by the GGGI Adaptation Finance Officer and in coordination with the MAATE. GGGI and MAATE will have seven calendar days to present comments or revisions to the deliverables. The consultant shall consider the comments and necessary revisions proposed by GGGI and MAATE for a final version in seven calendar days.

    The consultant will participate in weekly project team meetings and monthly project steering committee meetings.

    Suggested methodology and competence requirements

    The consultant should follow the specific methods detailed in the workplan and follow MAATE's and GGGI ́s instructions. The consultant will make the best use of both primary and secondary sources of information to develop activities defined under the contract objective.

    For each deliverable, the consultant is required to deliver a draft version by a date agreed to GGGI, request and respond to comments, and deliver a final version (tracked and clean versions for MS Word deliverables) by the deadline. The consultant must submit monthly progress reports in GGGI's standard template.

    EXPERTISE REQUIRED

    • Bachelor's degree or higher degree in Economics, Environmental Sciences, Finance, Climate Sciences or other related areas.
    • Advanced degree in Climate Change, Environmental Management or similar relevant field desirable;
    • A minimum of 7 years of work experience related to mechanism actions that include verification and validation schemes.
    • Knowledge of greenhouse gas verification and validation schemes with organizational and product scope.
    • Demonstrate accreditation in the management of carbon footprint management schemes or mechanisms.
    • Experience as a process evaluator for greenhouse gas validation and verification organizations.
    • Specific professional experience in support of Accreditation Bodies is preferred.
    • Knowledge of ISO , , and 14067 standards.
    • Knowledge of the Ecuador Zero Carbon Program and Ministerial agreements 018, 046 and 047.
    • Knowledge of standards such as: Verified Carbon Standard VERRA, Gold Standard and other standards related to greenhouse gas emissions.
    • Previous experience in capacity building/training for professional audiences is an advantage.
    • Previous work experience in Ecuador is an advantage.

    ADMINISTRATIVE INFORMATION

    • The Consultant reports to the Adaptation Finance Officer. The consultant will be based in Quito-Ecuador, located in his/her private office and will attend the MAATE offices as required. The consultant will work in coordination with the Directorate of Production and Sustainable Development.
