PROJECT BACKGROUND:

GGGI has a diverse portfolio of programs in developing countries around the world.

These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries' development priorities.


The achievement of Ecuador's NDC targets requires a substantial increase in the volume of public and private, national and international climate finance invested in the country.


As a result, the Government of Ecuador, under the leadership of the Ministry of Environment, Water, and Ecological Transition (from now on referred to as MAATE) and Ministry of Economy and Finance (from now on referred to as MEF), has embarked on an ambitious effort to increase the mobilization of international climate finance and private investments for a climate resilient and low-carbon development.

The Green Climate Fund's (from now on referred to as GCF) project called "Mobilization of international climate financing and private investments for climate-resilient and low-carbon development in Ecuador" will help Ecuador in achieving its goals.


The project aims to enhance Ecuador's strategic framework to increase the mobilization of international climate finance and private investments for advancing the implementation of the country's Nationally Determined Contribution (NDC) and its low-carbon development.


One of the anticipated outcomes of this project is to provide recommendations for integrating environmental, social, and climate change considerations into the existing legal framework regulating public-private partnerships (PPPs) and building a portfolio of climate-resilient PPP projects.

The assignment is to be done for the Public-Private Investment Secretariat in Ecuador.

Additionally, capacity-building workshops will be conducted for the effective identification and implementation of international best practices and recommendations.


OBJECTIVES OF THE ASSIGNMENT:


The Consultant will be required to integrate environmental, social, and climate change considerations into the existing legal framework regulating public-private partnerships.

This project seeks to support the Public-Private Investment Secretariat in Ecuador in the following:


  • Generate regulatory recommendations that effectively promote the integration of environmental, social, and climate change considerations into PPP policies and practices in Ecuador.
  • Conduct an institutional capacitybuilding process for decisionmakers and technical staff of the Thematic Financing and Monitoring Committee of the Ministry of Economy and Finance (CIFST), Ministry of Environment, Water, and Ecological Transition (MAATE), Public-Private Investment Secretariat, and Interinstitutional Climate Change Committee (CICC) to ensure the effective implementation of recommendations.

SCOPE OF WORK -
DELIVERABLES:


Activities / Deliverables:

Stage 1:
Work Plan

  • Present the consultancy work plan, describing the roles of responsible individuals, indicating the work schedule, workshop needs, and proposing a list of participants for each workshop.

Stage 2:
Diagnosis and Information Collection

  • Reviewing existing policies, legislation, and regulations of publicprivate partnerships (PPPs) in Ecuador, contextual information, and national and international best practices related to sustainable development concerning the integration of environmental, social, and climate change considerations into PPP projects.
  • Identify obstacles/bottlenecks in environmental authorization processes to improve approval times set in current regulations.
  • Detailed document describing policies, legislation, regulations, and international best practices related to climate in Public-Private Partnerships (PPPs) in Ecuador.

Stage 3:

Building Suggestions with Relevant Stakeholders:

  • Conducting at least two in-person roundtable discussions with members of CIFST, Public-Private Investment Secretariat, and MAATE, each lasting a minimum of 3 hours, to present climate-smart PPP best practices and discuss locally applicable opportunities.
  • Report on suggestions made with relevant stakeholders with proposed regulatory changes to integrate environmental, social, and climate change considerations into PPP policies, legislation, and regulations.
