CARE Ecuador seeks to support the implementation of an anticipated US Department of Labor (DOL) funded Project to Improve Adherence to International Labor Standards in the Agricultural Sector in Ecuador


The project seeks to:

  • Improve adherence to international labor standards, specifically related to child labor, forced labor, and the promotion of labor rights, within the agricultural sector, particularly in the banana and cut flower supply chains.
  • Address evidence regarding the prevalence of child labor in the banana and cut flower sectors, as well as to build awareness and capacity to mitigate the risk of other labor rights abuses, including forced labor, and to support efforts to address occupational safety and health issues.
This is anticipated to be a four-year activity This position is contingent upon award.


The Project Director will be responsible for the overall technical leadership and the management and operations of project activities and oversees project staff and sub-partners for results-oriented planning.

The project director will supervise the project implementation assuring high quality and efficiency with a focus on achieving the project goals and DOL objectives, by taking a leadership role in the coordination of all activities across all relevant parties, key stakeholders, and implementing partners.


RESPONSIBILITIES:


1.Lead, coordinate and liaise

  • Manage and coordinate the implementation of activities across project partners, ensuring successful integration of activities.
  • Liaise closely with key stakeholders and CARE Ec program leadership and team to ensure that all project activities are compliant with policies, procedures and best practices.

2.Planning and budgeting

  • Oversee project planning (i.e., development of work plans and project budget), monitoring and reporting (i.e., review and approve periodic budgets and technical and financial reports) in accordance with the highest standards.
  • Oversee project budget and work in close coordination with project and CARE Ec finance leadership to meet expected results, ensuring costeffective use of donor's resources.
  • Support the implementation of a highly adaptive, contextdriven programmatic approach. Ensure the program meets programmatic and financial targets and makes accurate projections.

3.Programming duties

  • Manage a team of flexible and adaptive employees and oversee evidencebased adjustments in programming to achieve greater impact.
  • Oversee project staff in helping partners establish reporting and tracking systems to provide key information in an efficient and timely manner.
  • Represent the project at conferences, working groups, and meetings to support DOL and CARE Ec's thought leadership in building public health resilience.

QUALIFICATIONS:


  • Master's degree in relevant fields.
  • Bachelor's degree and 5+ years relevant experience or equivalent combination of education and experience, including management experience in: project management, supervision, administration, and implementation of cooperative agreements and/or contract requirements (including meeting deadlines, achieving targets, establishing and maintaining systems for managing project operations, and overseeing the preparation and submission of required reports to donor agencies), preferably in Ecuador.
  • Fluency in English and Spanish is required.
  • Experience establishing and maintaining systems for managing project operations.

Proven success serving in a leadership role for a project addressing issues of child labor, forced labor, or workplace exploitation.


  • Experience maintaining working relationships with all project stakeholders, and engaging in coalition building and publicprivate partnership promotion.
