    Context:

    As of December 2020, the Regional Interagency Coordination Platform for Refugees and Migrants from Venezuela (RV4) estimated that more than 5,4 million refugees and migrants were outside of Venezuela, with the mast majority being in Latin America and the Caribbean. Many of them are in situations of extreme vulnerability which highlights the need to increase the international commitment and solidarity in support of plans to respond to concerned governments, addressing the more urgent humanitarian, protection and integration needs. On 12 April 2018, the UN Secretary-General, had tasked United Nations High Commissioner for

    Refugees (UNHCR) and IOM to lead and coordinate the response at the regional level. On 28

    May 2018, the IOM Director General, and the High Commissioner for Refugees, sent to the Secretary General a joint letter informing him of the establishment by the two agencies of an inclusive, overarching Regional Inter-Agency Platform to steer the response to the Venezuelan refugees and migrants. The Regional Coordination Platform aims at developing a coherent and coordinated regional operational response in support of government authorities and national platforms. There are in total 8 sub-regional and national platforms with the National Platform in Ecuador (GTRM by its Spanish acronym) taking on relevance and being one of the most established platforms throughout the region. As at regional level, the GTRM is being co-lead by IOM and UNHCR.

    Under the overall supervision of the Head of Operations within the Office of the Special Envoy for the Venezuela Response based in Panama City, the direct administrative supervision of the IOM Ecuador Chief of Mission, and the direct technical supervision of the Head of Interagency Coordination Unit based in Panamá (Venezuela Response office), the incumbent will be responsible and accountable for supporting the Co-leadership of the Interagency Platform with UNHCR and facilitating coordination between GTRM partners for the response to migrants and refugees from Venezuela as well as to affected host communities in Ecuador.

    Core Functions / Responsibilities:

  • Support the inter-agency national platform and assist in coordinating the operational response to the Venezuelan flows as well as any other coordination groups and mechanisms that derive from it.

  • In close coordination with the CoM and the Regional Coordinator within the OSE, liaise with UN, national authorities and other in country coordination mechanisms on specific issues of concern regarding the Venezuelan migrant and refugee flows.

  • Maintain effective relationships with key institutions and stakeholders to facilitate the coordination of the response to the migration/refugee situation.

  • Organize and attend regular coordination meetings at national and sub national level if needed with operational partners, national authorities, UNCT members and Donors as required to facilitate a coherent and coordinated operational response.

  • Encourage dialogue and the exchange of learned lessons and best practices.

  • Research and propose potential opportunities in support of national programmes that are in line with the national strategic objectives established under the Regional Response Plan for Refugees and Migrants from Venezuela (RMRP) in close coordination with the regional platform.

  • Provide administrative and logistical support for the organization of donor missions.

  • Monitor the implementation of the RMRP and alert the supervisor in a timely manner on course corrections that may be required.

  • Provide technical inputs for the development of thematic reports and joint products such as situational reports, communication and information management tools and materials.

  • Provide information and feedback to support efforts to strengthen and develop the capacity of the national authorities and civil society to manage and respond to flows of migrants and refugees.

  • Work closely with the regional team to assist in strengthening existing monitoring mechanisms for the review of the RMRP implementation, progress and impact.

  • Perform such other duties as may be assigned.

  • Required Qualifications and Experience:

    Education

    • Master’s degree in Public Policy, Social/Political Science, Research, Project Management, International Relations, International Development, or a related field from an accredited academic institution with two years of relevant professional experience; or

    • University degree in the above fields with four years of relevant professional experience.

    Experience

    • Experience in coordination of emergency humanitarian operations, management and planning;

    • Substantial experience in reporting on projects with large-scale donations, with experience in the field of research, monitoring and / or evaluation;

    • Experience with strategic planning approaches, monitoring, budget control, project development and report writing;

    • Previous experience working on social projects, such as strengthening social inclusion and promoting the rights of migrants and refugees.

    Skills

    • Solid analytical and drafting skills;

    • Proven experience in writing proposals and reports;

    • Leadership in partnership building and consensual decision-making;

    • Solid knowledge in program planning and implementation of objectives;

    • Excellent internal and external communication skills.

    Languages

    IOM’s official languages are English, French, and Spanish.

    For this position, fluency in English and Spanish is required (oral and written). Working knowledge of Portuguese and/or French is an advantage.

    Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
